Programme objectives
|

Increasing the quality of RD (Research and Development) units and institutions in Romania, to assure attracting, developing and concentration of human and material resources;

Sustain the development of human and material resources of integrated institutions and specialized organism networks, to assure scientific and technical competence and necessary resources for developing a scientific or technical sector / domain that should contain: national RD institutes, centers / departments of this profile from universities, laboratories for experimenting and testing, organisms for measuring and certifications;

Promoting the participation of romanian research-development units and institutions to European and international research programmes and connecting to the European area of research, including the technology platforms at European level;
-
Development of experimenting and testing laboratories and certification organisms, according to the European Union requests regarding the evaluation of conformity with technical regulations.

Programme structure
|
Module I: Complex research-development projects
Through this module are sustained large projects for the development of the research activity, of the human potential and research infrastructures realized in national, regional and international partnership, that pursue:
- the competivity of the national economy;
- Attain strategic objectives in the development of science, services, technology and highest applications, with the goal to match the priorities and specific objectives of the European area of research;
- Development of fundamental research for attaining advanced knowledge, to assure the portofolio of methods, techniques, procedures, modules and theories, for increasing values and scientific visibility on the international level;
- Building of technology networks integrated in specific domains, that permit integration in the corresponding European Technology Platforms;
- Developing activities and research-development infrastructures on regional level with social and economic impact.
Module II: Developing human resources for formation, instruction, mobility of researchers and increasing the attractivity of research career
- Research projects that address preparing programs at doctorate and post-doctorate level;
- Projects for attracting and developing human potential for research;
- Projects of increasing and sustaining the intrasectorial and intersectorial mobility of researchers and specialists on national level, between institutions with RD profile and universities, as well as between the research sector and the production sector;
- Projects for forming and perfection in programme /project management;
- Projects for forming and perfection of research managers.
Module III: Promoting the participation to european and international research programmes
Through this module are sustained projects for increasing the international visibility:
- Organizing scientific or promotional events with representative international participation;
- Workshops and long term stages of scientific personalities from abroad;
- Organizing/ participation to support activities in order to integrate into correlation projects of national programmes at European level, type ERA-Net or into European Technology Platforms.
Module IV: Developing infrastructure for evaluation and conformity certification
Through this module are sustained: projects for enlarging and optimizing infrastructure and different services offered by the organisms in the process of accreditation, re-accreditation or already accredited: experimenting and testing laboratories, standardization laboratories, certification organisms.
